Assistant to the Merrick County Board of Supervisors

Position Summary

Merrick County is seeking a highly organized, professional, and service-oriented individual to serve as the Assistant to the Merrick County Board of Supervisors. This position provides executive-level administrative support to the Board of Supervisors, creates and monitors the budget, and performs Human Resources and Planning and Zoning duties, while serving as a liaison between county departments, elected officials, and the public. The ideal candidate will possess exceptional communication skills, attention to detail, sound judgment, and the ability to manage multiple priorities in a fast-paced government environment.

This position plays a key role in ensuring efficient county operations by maintaining official records, supporting county Human Resources functions, and providing outstanding customer service to county residents.

Essential Duties and Responsibilities

Board of Supervisors Administration

  • Assist in researching issues and gathering information requested by the Board.
  • Prepare correspondence, reports, presentations, and other official documents.
  • Track Board assignments and follow up with departments regarding action items.

Human Resources Administration

  • Serve as the primary administrative contact for county Human Resources functions.
  • Coordinate recruitment activities, including posting job openings, receiving applications, scheduling interviews, and communicating with candidates.
  • Facilitate new employee onboarding, orientation, and completion of employment documentation.
  • Maintain confidential personnel files and HR records in accordance with applicable laws and county policies.
  • Track personnel actions, evaluations, and employment status changes.
  • Prepare employment-related correspondence, personnel action forms, and Board agenda items related to personnel matters.
  • Assist department heads with hiring processes, job descriptions, and personnel documentation.
  • Coordinate employee recognition programs and wellness initiatives.
  • Assist with policy development, handbook updates, and implementation of county personnel policies.
  • Maintain confidentiality regarding personnel matters and sensitive employee information.
  • Coordinate workers’ compensation reporting, unemployment claims documentation, and other employment-related administrative processes.

Planning and Zoning Administration

  • Serve as the primary administrative support for the Planning Commission and Board of Adjustment.
  • Process zoning permit applications, conditional use permits, variances, subdivisions, and related documents.
  • Coordinate Planning Commission and Board of Adjustment meetings, including agendas, packets, minutes, and legal notices.
  • Maintain Planning and Zoning records, maps, and files.
  • Assist the public with zoning regulations, application procedures, and permit requirements.
  • Coordinate with county departments, surveyors, engineers, contractors, and state agencies as needed.

Administrative Support

  • Provide courteous assistance to residents, businesses, and visitors.
  • Answer phones, respond to emails, and direct inquiries appropriately.
  • Maintain confidential records and sensitive information.
  • Manage records retention in accordance with Nebraska statutes and county policy.
  • Budget and grant application preparation.
  • Assist with special projects, strategic initiatives, and county-wide administrative programs as assigned.

Qualifications

  • Associate’s or Bachelor’s degree in Business Administration, Public Administration, Human Resources, Office Administration, or a related field preferred.
  • High school diploma or equivalent required.
  • Three to five years of progressively responsible experience in executive administration, human resources, local government, or office management preferred.
  • Experience in local government, Planning and Zoning, Human Resources, or public administration is highly desirable.

Knowledge, Skills, and Abilities

The successful candidate will demonstrate the ability to:

  • Maintain strict confidentiality and exercise discretion.
  • Interpret and apply county policies, personnel policies, ordinances, and applicable state and federal employment laws.
  • Organize multiple projects while meeting deadlines.
  • Communicate effectively with elected officials, department heads, employees, outside agencies, and the public.
  • Provide exceptional customer service while handling sensitive personnel matters professionally.
  • Work independently and make sound administrative decisions.
  • Learn and administer Planning and Zoning regulations and governmental procedures.

Technical Skills

Proficiency with:

  • Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)
  • Adobe Acrobat
  • Records management systems
  • Virtual meeting platforms
  • GIS or Planning and Zoning software (preferred)
